Why can’t the camera hear the sound coming from the phone?

Make sure the application has access to the phone’s microphone. (You can go to the phone settings, search for application permissions, find IPC360 Home and enable microphone permissions).
Go to the device settings for sound within IPC360 Home and make sure that the “Intercom Volume” is turned on.
