Cloud storage purchase not working

I have purchased the cloud storage and received an invoice from Apple. However the on my account on the app it has said I have not purchased the extra storage. A message flashed up to say that it had failed and I was to ask for a refund from Apple. I have done this and they have not allowed me to have a refund and said to contact the company directly.
